The owner pack is not a shorter copy of the budget workbook. It is the decision layer that explains what the hotel is trying to achieve, how the commercial and service strategies produce revenue, how operating and owner charges convert that revenue into profit and cash, which risks can break the plan, and what the owner is being asked to approve. The GM leads the argument; the Financial Controller protects the numbers, definitions, bridges and conditions.
By Chapter 26, the mechanical budget has already been built. Rooms, F&B, events and other revenue have been connected to departmental cost; manpower has been converted to full labour cost; support schedules have been completed; GOP, fees, Schedule 11, EBITDA, book profit, working capital, cash, capex and funding have been reconciled. The owner meeting must not reopen every schedule. It must test whether the complete plan is credible, deliverable, profitable, fundable and governable.

This chapter does not rebuild any revenue, cost, payroll, fee, fixed-charge, tax, depreciation, interest, working-capital, capex or funding schedule. It imports the controlled outputs from Chapters 4–23. The dashboards and presentation are management interfaces; they do not create new statement lines or override the source schedules.

The budget may be mechanically complete, but the pack does not guide an owner decision. The owner needs the approval ask, three dashboards, material exceptions, cash and capital decisions, conditions and a decision log.
A board deck contains 45 slides, every department presents its account lines, and cash appears only in an appendix. How would you redesign the meeting?
Propose a concise slide sequence. Identify what moves to the appendix, who presents each section, which three to five decisions lead the meeting, and how the close locks owners, dates and forecast governance.
